Russia to Implement Digital Control Over Migrant Worker Incomes

The Russian Interior Ministry is introducing an automated system to verify the incomes of migrant workers. Under this new procedure, effective from October 1, 2026, the state migration registration information system will continuously monitor the tax and social contributions of foreign workers. If the system lacks income data or if the income is below the established minimum, it will serve as grounds for revoking the work permit and subsequent deportation from the country.

The verification process is fully digitized and integrated with the tax service database. Upon detecting a violation, the Interior Ministry will initiate an inspection within three days. Both the migrant and the employer will be notified via the 'Gosuslugi' portal. Upon receiving the notification, the parties are required to upload documents confirming income into the system within three working days. The inspection process will take no more than 30 working days.

Furthermore, additional requirements will come into force on January 1, 2027. According to these rules, a migrant must pay taxes at the established rate for themselves and each child, and ensure their family is provided for at the level of the subsistence minimum. Additionally, foreign children who have reached the age of 18 will be required to either obtain a separate work permit to remain in Russia or leave the country.

These changes require migrants to maintain proper documentation regarding their income and tax payments, and to ensure that employment contracts with employers are legally formalized. Experts advise migrants to regularly monitor their personal accounts on the 'Gosuslugi' portal and keep track of their tax payment data.
