Man fined 12 million rubles in Russia for attempting to illegally obtain a residence permit

According to the Investigative Committee of the Russian Federation for the Irkutsk region, a 37-year-old local resident in the city of Angarsk has been found guilty of bribery. During the trial, it was established that in October 2025, the man offered a bribe to an officer of the migration department of the Russian Interior Ministry for the Angarsk urban district.

It was revealed that the defendant offered the police officer 200,000 rubles in exchange for illegally processing a residence permit (VNZH) for his spouse, who is a foreign national. However, the police officer categorically refused to accept the bribe and reported the illegal act to his superiors.

A criminal case was initiated regarding this incident under Article 291, Part 4, Clause "b" of the Criminal Code of the Russian Federation (giving a bribe in a large amount). The evidence collected during the investigation was deemed sufficient by the court.

According to the court's verdict, the defendant was fined 12 million rubles. This incident serves as a reminder of the necessity to follow established procedures when processing documents for foreign citizens to obtain legal status in Russia.
