Case of 60 migrants who obtained illegal documents sent to court in Russia

The Leninsky District Court of Vladivostok has delivered a verdict against the former head of the Migration Department of Primorsky Krai, Vladimir Chekmenev, and his subordinate, Oksana Golubchanskaya. Colonel Chekmenev was found guilty of abuse of office, organizing the illegal stay of foreigners in Russia, and negligence, and was sentenced to 4 years and 6 months in prison. Oksana Golubchanskaya was sentenced to 3 years and 6 months, but her sentence was deferred until her child reaches the age of 14.

According to the prosecutor's office, between December 2022 and August 2023, these officials reissued patents for 60 foreign citizens in violation of the deadlines established by law. As a result, the stay of these individuals on Russian territory was deemed illegal. It was also determined that due to the head of the department's failure to properly organize the work of his staff, five serious crimes were committed by illegal migrants, and cases of mass fictitious migration registration of foreigners were uncovered.

According to the investigation, under the illegal scheme implemented by the officials, 41 patents were reissued after their expiration dates, and another 19 foreign citizens were illegally registered for migration purposes. These actions allowed the migrants to remain in Russia without legal grounds.

Furthermore, a criminal group operating in Vladivostok was exposed as part of this case. According to investigators, members of the group attacked foreign citizens, extorted money from them, and obtained over 700,000 rubles from the victims. Currently, the case against the members of the criminal group is being heard in the Primorsky Regional Court.
