Events surrounding Islom Mamadaliyev, a father of five who has made a significant contribution to the development of livestock farming in the Rostov region, continue to attract public attention. Following the initiation of a criminal case regarding the misappropriation of grant funds allocated by the Ministry of Agriculture of the Rostov region and bribery during the inspection process, various opinions and sharp analytical assessments of his personality have appeared in the media and social networks. Although some sources are trying to interpret this as "fraud by a migrant from abroad," the true social and human aspects of the situation are rooted in much deeper systemic problems.
Agricultural grant and systemic pressure: How did the case begin?
The Zimovnikovsky District Court of the Rostov region has begun substantive consideration of the criminal case against the head of a local peasant-farm enterprise, Islom Refatovich Mamadaliyev. According to the official indictment, the entrepreneur provided false information in documents while obtaining state subsidies allocated for the expansion of the livestock sector between June 18, 2024, and January 9, 2025. He is accused of receiving 6,853,666 rubles from the budget through reports allegedly confirming the purchase of thousands of heads of livestock. This case is being evaluated under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud on an especially large scale"). Many experts note that the complex and confusing reporting system in the agricultural sector, as well as bureaucratic barriers in processing subsidies, often inadvertently draw local producers into a whirlpool of legal errors.
The second mistake: The tragic consequences of a defensive measure
After the inspection regarding the subsidies began, Islom Mamadaliyev, who was trying to save the farm he had built over years of hard work and the well-being of his family, came under serious pressure. In the hope of quickly eliminating the threat and stopping the inspections, he offered 500,000 rubles to an operative of the Russian FSB. This measure to resolve the situation worked against him. The Leninsky District Court of Rostov sentenced him to 8 years in prison for bribery (an appeal has been filed against the verdict, and it has not yet entered into legal force). Currently, the entrepreneur is awaiting a second trial for the fraud case.
The truth behind the "migrant" label: A history of a lifetime of labor
Against the backdrop of this conflict, attempts are visible in the internet space to emphasize the ethnic origin of the accused, portraying him as just an "alien migrant" visiting. However, the real facts reveal a completely different reality. Although Islom Mamadaliyev was born in Uzbekistan, he cannot be viewed in isolation from Russian society. He moved to this country with his family when he was only three years old. He studied in a local school along with his peers, grew up here, and obtained legal citizenship of the Russian Federation. Mamadaliyev started his activities from scratch, choosing hard agricultural labor, just like his parents. He has lived in the Zimovnikovsky district for over 19 years, worked shoulder to shoulder with the local population, created major jobs in the region, and raised five children. He is a full-fledged local entrepreneur who has contributed to the region's economy through his labor.
