Migrants with forged documents at risk: employer sentenced to 5 years in prison

Yevgeny Milyayev, General Director of the Irkutsk construction company GSK MSK-Trest, has been found guilty of organizing illegal migration and sentenced to 5 years in a general regime penal colony. According to investigators, the executive prepared fake employment contracts portraying foreign workers as "highly qualified specialists" (VKS) to facilitate their entry into Russia.

These forged documents were submitted to the Migration Department of the Russian Interior Ministry for the Irkutsk Region. Inspections revealed that the foreign workers lacked actual qualifications and the documents served only as a cover to legalize illegal migration. These actions were assessed as a gross violation of the requirements of Federal Law No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation."

The criminal case was initiated under clauses "b" and "g" of Part 2 of Article 322.1 of the Criminal Code of the Russian Federation. This is one of the first court verdicts in the Priangarye region to impose an actual prison sentence under this article.

The Russian Interior Ministry warns foreign workers that any fraudulent schemes used to bypass migration legislation will be detected by law enforcement agencies. Employers using their official powers to organize illegal migration will face harsher penalties and severe consequences.
