According to the Moscow Department of Transport, intensified checks on fare payments in surface transport are being carried out in four districts of the capital in November. Control measures are organized weekly, and passengers' tickets are checked as they exit the transport.
Police officers are also participating in these inspections. In addition to maintaining public order, they monitor passengers' compliance with migration legislation. Inspectors have the right to request identity documents and documents granting the right to discounted travel. If a passenger does not have documents, police officers may take them to the nearest station to verify their identity.
As a result of inspections conducted in the third quarter of 2026, more than 2.6 thousand passengers were fined for fare evasion. In total, about 97 thousand passengers were fined during the same period this year, which is 16.6 percent less compared to the same period last year. Since the beginning of the year, 40 intensified inspections have been carried out, and more than 7.3 thousand violations have been identified.
We remind you that since January 9, 2026, the fine for fare evasion or improper use of a discount card is 5,000 rubles. There is a 60-day period to pay the fine, and 10 days are allotted to appeal the decision. Additionally, a fine of 1,000 rubles is set for carrying luggage exceeding the established limit.
