The government of Tatarstan is implementing new measures to reduce the shortage of personnel in hospitals. Currently, only 11 out of 45 municipalities in the republic have a physician staffing level exceeding 80 percent. A particularly high shortage of doctors has been recorded in the Novosheshminsk, Mendeleyevsk, Tukayevsk, Bavli, Nizhnekamsk, Zainsk, Chistopol, Bugulma, and Leninogorsk districts.
To solve this problem, a special personnel directorate has been established. This organization coordinates processes ranging from the employment of medical staff to supporting their social needs. Additionally, the "meditsinskiye-vakansii.rf" portal has been launched, where information about job vacancies and conditions in the regions is posted.
One-time payments have been allocated from the republican budget for doctors arriving from other regions and foreign countries. Specifically, doctors who move to rural areas, workers' settlements, and towns with a population of less than 50,000 can receive a payment of 1 million rubles, while paramedics and midwives can receive 0.5 million rubles. In remote and hard-to-reach areas, these amounts are increased to 1.5 million and 0.75 million rubles, respectively. A total of 210 million rubles is planned to be allocated to this program in 2026.
Experts note that when attracting doctors, not only financial incentives but also the provision of service housing is of great importance. According to the terms of the new program, the doctor commits to working in the medical institution for at least three years. Otherwise, it is stipulated that the allocated funds must be returned.
