Demand for and number of highly qualified specialists from Uzbekistan in Russia have increased

In the Russian Federation, the trend of attracting highly qualified foreign specialists (HQS) is strengthening. According to the Russian Interior Ministry, the share of highly qualified specialists from Uzbekistan increased significantly in 2025, accounting for more than 3 percent. For comparison, in 2024 this figure was less than 1 percent, meaning their number has increased fivefold in one year.

Among Russian companies, there remains high demand for personnel in the fields of engineering, information technology (IT), as well as science and education. Amid labor shortages, employers are expanding the geography of attracting foreign specialists. Currently, the total number of highly qualified foreigners working in Russia has reached 85,000, marking a record high for the last decade.

Experts note that these changes indicate the strengthening of socio-economic ties between Russia and Uzbekistan. The contribution of such specialists to the Russian economy is also significant: in the period from 2022 to 2024, the personal income tax (NDFL) paid by them exceeded 81 billion rubles.

According to experts, the growth in the flow of highly qualified migrants will become a stable trend that will continue over the next two to three years. This process not only stimulates Russia's industrial development but also serves as an important factor in compensating for labor shortages.
