New rules for the organized recruitment of foreign workers are being developed in Russia. As reported by Deputy Chairman of the Security Council of Russia Dmitry Medvedev, a draft regulatory document prepared by the Russian Interior Ministry will be presented in two weeks. The new system is aimed at ensuring the effective and controlled recruitment of foreign labor.
It is also expected that a mechanism for legalizing the status of foreign citizens who have committed minor violations of migration legislation will be introduced. To take advantage of this opportunity, migrants will be required to pay established fines and undergo mandatory procedures. This measure is proposed to create conditions for law-abiding migrants to continue their employment.
Furthermore, the expansion of digital control over migrants is envisaged. In particular, there are plans to extend the experience of using the "Amina" mobile application, currently used for migration registration in Moscow and the Moscow region, to other regions. This service allows foreigners to report their place of residence remotely.
It should be noted that the Russian Interior Ministry's website contains a registry of "controlled persons" for those who have violated migration rules. Since February 2025, the Interior Ministry has been authorized to independently make decisions on the administrative expulsion of foreigners in cases provided for by law.
