A bill on introducing a new procedure for the employment of foreign citizens is expected to be submitted to the Russian State Duma. At the initiative of Sergey Mironov, chairman of the A Just Russia party, it is proposed to abandon the current patent system and switch to a targeted organized recruitment system.
According to the bill, migrants will only have the right to work at a specific enterprise. It will be strictly forbidden for a worker to move to another organization at their own discretion. Foreign citizens who violate this rule will be subject to expulsion (deportation) from the territory of Russia.
Under the new procedure, it is planned to introduce a federal registry of employers. Once the employment contract expires, migrants will be required to return to their home country. In this case, the obligation to organize the return of the foreign worker is placed on the employer.
The bill also provides for increasing the responsibility of employers. According to it, it is proposed that employers fully cover the costs of registering foreign employees for migration purposes, paying for work permits, and providing temporary housing and medical insurance.
