Russian tax authorities have begun transferring data on the income of foreign workers to the Ministry of Internal Affairs (MVD). Information will be provided for periods of every 3, 6, and 12 months. This new procedure allows for constant monitoring of migrants' official income.
Territorial bodies of the MVD conduct inspections based on the received data. The foreign citizen and their employer are notified about the inspection process electronically via the 'Gosuslugi' system. The migrant and the employer are granted the right to provide explanations regarding the received income within three working days.
Based on the results of the inspection, a decision is made regarding the existence or insufficiency of income. A notification about the results is sent to the foreigner and their employer in electronic form within one working day.
These control measures are a preparation for new rules that will come into force on January 1, 2027. According to these rules, a migrant's official income must not be lower than the established subsistence minimum for themselves and their family members living in Russia.
If the income amount does not meet the established requirements, the foreign citizen's patent may be revoked or its validity period may not be extended. In such a case, the migrant and their family members are required to leave the territory of Russia within 15 days.
