Recently, a sensational report spread on social media, specifically on the Telegram channel "Novosti Bez kupyur!!!" (@novostperm), revealing a serious problem in Russia's migration and education system.
The issue is that an entrepreneur named "Ulugbek" (name changed), residing at 3"A" Martenovskaya Street in Moscow, has organized a private school for migrant children. Most interestingly, children who failed the Russian language exam and are officially on the registry of persons under supervision are being admitted to this school without any obstacles. Is there a violation of the law here? Let us analyze the situation in simple and clear terms as journalists.
What is the main problem? The organizer claims that private schools have the right to admit children who do not know Russian if they pay. However, this is completely incorrect and contrary to Russian legislation. The newly introduced regulations apply not only to public schools but also to private educational institutions. What does the law say?
In Russia, the rules for the education of migrant children have been significantly tightened:
* Federal law requirement: As of April 1, 2025, Federal Law No. 544-FZ has come into force. This law amended Articles 67 and 78 of the Federal Law "On Education in the Russian Federation." * Main condition: Enrollment of children of foreign citizens in primary, general, and secondary school education is possible only after they have successfully passed Russian language tests.
What does this situation lead to? Educating children who do not know the language and are on the list of persons under supervision for money is not just entrepreneurship, but a direct violation of current federal legislation. Such "shadow" schools do not help children integrate into society; on the contrary, they deepen legal problems.
