According to the Moscow Department of Transport, starting from October 15, 2026, courier services in the capital will not allow employees who have not passed a test on traffic rules (SDA) and work standards to deliver orders. This innovation affects more than 135,000 couriers in the city and is being introduced to ensure their safety and strengthen order on the roads.
Testing will be carried out through the KIS "ART" system. During the test, couriers must demonstrate their knowledge of safe driving rules, including speed limits, operating bicycles and personal mobility devices (PMDs), and the procedure for dismounting at pedestrian crossings. In addition, the test questions cover topics such as opening a work shift, requirements for appearance, bags and vehicles, as well as service ethics.
To pass the exam successfully, it is required to answer at least 80 percent of the questions correctly. The results will be immediately reflected in the courier's personal account and will be valid for one year. While couriers began taking the test voluntarily starting September 30, it becomes mandatory for everyone from October 15.
Officials state that this system was previously introduced for taxi drivers and has proven effective. Now, a similar control mechanism is being implemented for delivery service personnel. Couriers are advised to take the test in a timely manner to ensure the uninterrupted continuation of their work.
