Financial institution held liable for serving illegal migrants

The Migration Department of the Russian Interior Ministry for Primorsky Krai has held one of the financial institutions in Vladivostok administratively liable. The reason was the bank's provision of financial services to foreigners included in the "Registry of Controlled Persons" (RKL).

During the inspection, it was revealed that bank accounts were opened and transactions ranging from 50,000 to 2 million rubles were conducted for citizens of Uzbekistan and Kyrgyzstan born in 1978, 1988, 1997, and 2000. For these violations, 4 administrative protocols were drawn up against the bank, and a total fine of 1.6 million rubles was imposed.

As a reminder, the "Registry of Controlled Persons" (RKL) has been in operation since February 2025. This list includes foreign citizens who have lost their legal grounds for staying in Russia. A "deportation regime" is applied to them, which imposes serious restrictions on opening bank accounts and performing other financial transactions.

According to the legislation, controlled persons are only allowed to make mandatory payments, transfer funds to their own accounts, and withdraw cash in an amount not exceeding 30,000 rubles per month. These restrictions apply to all foreigners included in the registry, and banks are required to strictly adhere to these requirements when serving such clients.
