A Unified Medical Registry for Migrants to be Created in Russia

A Unified Medical Registry for Migrants to be Created in Russia

The Russian Ministry of Health has developed a project to create a unified federal registry of medical organizations conducting medical examinations for foreign citizens. This system is aimed at regulating the process of issuing health certificates for migrants and preventing the issuance of illegal documents.

According to the new rules, if a medical report is issued by a clinic not included in the unified registry, the foreign citizen's patent, temporary residence permit (RVP), or permanent residence permit (VNJ) may be denied or revoked. Instead of the current system based on regional lists, a unified electronic database managed by the Federal Service for Surveillance in Healthcare (Roszdravnadzor) will be introduced.

The registry will be accessible to everyone. Migrants, employers, and regulatory bodies will be able to verify a clinic's legal status at any time via the official Roszdravnadzor website. Information regarding the institution's operations will be updated in the system in real-time. If a clinic's license is suspended or revoked, this information will be immediately reflected in the Ministry of Internal Affairs database.

The full implementation of this new procedure is scheduled for March 1, 2027. Therefore, our citizens undergoing medical examinations are advised to be cautious when processing documents and to apply only to authorized medical institutions.
