Starting January 1, 2026, significant changes to the examination process for obtaining a temporary residence permit (RVP) and a residence permit (VNJ) will come into effect in Russia. Paper-based tests will be abolished, and all exams will be conducted via computer.
The examination process will be under strict supervision and recorded using audio and video equipment. The use of dictionaries or translation software during the test is strictly prohibited. The exam includes testing knowledge of the Russian language, Russian history, and the fundamentals of legislation.
This requirement is mandatory for all foreign nationals. However, certain categories of individuals, including highly qualified specialists, men over 65 and women over 60, minors under 18, as well as citizens of Belarus and participants in the state resettlement program, are exempt from the exam.
It should be noted that the certificate obtained for an RVP is valid for 3 years, while the certificate for a VNJ is indefinite. Failure to pass the exam will result in the denial of document processing, so it is recommended to begin preparations in advance.
