Representatives of the Liberal Democratic Party of Russia (LDPR) state that Russia remains one of the main centers of attraction for migration flows in the post-Soviet space. At the same time, the vast majority of foreign workers are low-skilled individuals employed in sectors where high professional qualifications are not required. Migrants usually bring their family members with them, who live in Russia but do not work.
Party leader Leonid Slutsky commented as follows:
— "The LDPR insists on banning migrants from bringing their numerous families to Russia. It is necessary to stop the uncontrolled flow of arrivals — budget funds should serve the citizens of Russia, not go into the pockets of foreign families."
This situation leads to migration flows being oriented not only toward labor activity but also toward receiving social benefits, which creates an additional burden on budgets at all levels.
The explanatory note to the bill states:
— "The bill is aimed at improving the legal framework for combating illegal migration and provides that foreign citizens may stay on the territory of the Russian Federation only during the period of performing labor obligations on legal grounds, without family members who do not have independent legal grounds for staying in the country."
