According to the Main Directorate of the Ministry of Internal Affairs of Russia for the Novosibirsk region, changes have been made to the procedure for submitting applications for citizenship effective October 1, 2026. The document submission process has now been streamlined, and citizens can utilize several alternative locations.
Individuals wishing to apply for citizenship by birth can now contact any branch of the Multifunctional Centers (MFC) in the city of Novosibirsk and the region. Applications are also accepted by the Novosibirsk regional branch of the FGU PVS of the Russian Interior Ministry (address: 1G Yesenin Street, Novosibirsk).
Furthermore, the option to submit documents electronically via the State Services portal (Gosuslugi) or at district migration departments remains available.
A significant change is that, as of October 1, 2026, applications are no longer accepted at the Migration Affairs Department of the Main Directorate of the Ministry of Internal Affairs for the Novosibirsk region (address: 12/2 Dzerzhinsky Avenue, Novosibirsk). Migration service representatives are asking citizens to take these new rules into account and choose a convenient location for document submission in advance.
