New rules for migrants working under a patent: what changes from October 1st?

The Ministry of Internal Affairs (MVD) of Russia is introducing new rules for foreign citizens engaged in labor activities based on a patent, effective from October 1, 2026. The procedure for submitting notifications will now vary depending on the status of the employer.

If a foreign citizen is working for an individual (a private person), they are required to independently submit a notification to the territorial body of the MVD within two months from the date of receiving the patent.

If a migrant has concluded an employment contract with a legal entity (a company or organization), the employer must send the notification regarding the hiring or dismissal of the employee to the MVD within three days. Employers are advised to use the "Gosuslugi" portal as the most convenient method for submitting this notification.

It is important to remember that strict liability is established for employers who fail to notify the MVD in a timely manner about the dismissal of a foreign employee. Organizations that violate these rules may face fines of up to 800,000 rubles or a temporary suspension of their activities for up to 90 days.
