The Ministry of Internal Affairs (MVD) of Russia has updated the procedure for providing address and reference information. According to the new rules, property owners now have the right to receive full information about all persons registered in their apartments or houses, including foreign citizens and stateless persons.
This innovation comes into force on September 5, 2026. Owners can now request official information free of charge regarding foreigners registered for migration purposes at their address. The service result will be provided within 10 working days.
Applications can be submitted electronically via the 'Gosuslugi' portal or in person by visiting the migration units of the Interior Ministry. It should be noted that this service will not be provided through multifunctional centers (MFCs).
Additionally, under the new rules, a search function has been launched for Russian citizens to facilitate contact with individuals. However, this function does not currently apply to foreign citizens.
