In 2026, a list of the most frequently recorded violations among foreign citizens residing in Russia was published. Key issues include the lack of temporary registration or its expiration (Article 18.8, Part 1), as well as violation of the terms of stay in Russia or the absence of relevant documents (Article 18.8, Part 1.1). These violations are punishable by a fine ranging from 2,000 to 7,000 rubles, and in some cases, expulsion from the country.
Working without a patent, working in a profession not specified in the patent, or working in a different region (Article 18.10) are also among the most common occurrences. This carries a fine of 2,000 to 7,000 rubles and the risk of expulsion from the country. If a migrant does not submit documents for a patent within 30 days after entering Russia (Article 18.20), they may be fined between 10,000 and 15,000 rubles.
Starting November 3, 2026, the amounts of fines will be increased. Specifically, the minimum fine for articles 18.8 and 18.10 will rise from 2,000 to 4,000 rubles. In Moscow, Saint Petersburg, and their respective regions, the fine for violations under Article 18.8 has been set at 7,000 to 9,000 rubles.
Experts remind that being subject to administrative fines twice within a year can lead to a refusal in obtaining a temporary residence permit (RVP) or a residence permit (VNZh). Migrants are advised to constantly monitor the validity of their documents and compliance with legal requirements.
