Every foreign citizen arriving in the Russian Federation, regardless of whether they entered under a visa or visa-free regime, must register for migration purposes to ensure their stay is legal. This process is carried out through the receiving party (an employer or property owner) and involves notifying the Ministry of Internal Affairs about the foreigner's presence in Russia.
To register, a foreign citizen receives a migration card upon entering Russia. The receiving party must fill out a notification form and submit it via an Interior Ministry office, a post office, a Multifunctional Center (MFC), or the 'Gosuslugi' portal. Once the documents are processed, the receiving party must hand over the stamped part of the notification to the foreign citizen.
We remind you that foreign citizens may stay in Russia for up to 90 days from the date of entry. Upon the expiration of this period, the citizen must either extend their registration on legal grounds or leave the country. Failure to depart after the deadline or violating registration rules leads to legal liability.
For violating these rules, foreign citizens face fines ranging from 2,000 to 5,000 rubles, as well as potential administrative expulsion from Russia and a ban on re-entry. Penalties are also in place for the receiving party: fines of up to 4,000 rubles for individuals, and up to 1 million rubles or suspension of activities for up to 90 days for legal entities.
