In Russia, the marriage of citizens of Uzbekistan and stateless persons is carried out based on strict rules in accordance with Article 156 of the Family Code of the Russian Federation. The conditions for marriage are determined by the legislation of the state of which each party is a citizen, as well as the requirements of Russian law.
According to Federal Law No. 260-FZ dated August 8, 2024, a new restriction has been introduced for marriage registration. If one of the future spouses is included in the list of "controlled persons" (register of controlled persons) in Russia, their marriage will not be registered. Also, according to Article 14 of the Family Code of the Russian Federation, marriage is not allowed if one of the persons is already in another registered marriage, in cases of close kinship, relationships between adoptive parents and adopted children, or incapacity due to a mental disorder.
To enter into marriage, foreign citizens must provide a document issued by the competent authorities or consular institutions of their state confirming that they are not currently married. These documents must be translated into Russian and legalized in the prescribed manner. It should be remembered that marriage in Russia does not automatically grant the right to change citizenship.
Final decisions in each case are made by the Civil Registry Office (ZAGS) based on an individual assessment of the documents. Migrants are advised to familiarize themselves with the latest changes in Russian legislation before starting the marriage process and to fully prepare all necessary documents.
