Foreigners with RVP and VNJ will be required to notify about their employment

The Ministry of Internal Affairs (MVD) of Russia has prepared a draft order establishing the procedure for notifying authorities about the employment of foreign citizens holding a temporary residence permit (RVP) and a residence permit (VNJ). This innovation was developed to implement the federal law adopted on July 26, 2026.

This requirement applies to individuals hired by private persons to perform tasks related to personal, household, and other needs not connected with entrepreneurial activities. These include, in particular, services such as nannies, tutors, cooks, or gardeners. Foreigners who have started such activities must notify the territorial bodies of the Interior Ministry within 10 days.

The notification can be submitted in person (or through an authorized organization), by registered mail, or electronically via the "Gosuslugi" portal. The document must be filled out in Russian, without errors or abbreviations. Additionally, the notification must be accompanied by consent to the processing of personal data and a copy of the labor or civil law contract.

Furthermore, according to the legislative changes, foreigners in this category will be able to confirm their income when submitting their annual report on residence in Russia through tax payments in the form of a fixed advance payment. The new rules are expected to come into effect on January 1, 2027.
