As part of the "Nelegal-2026" operation being conducted in Russia, the Smolensk region police have uncovered a case of organized illegal migration. According to investigators, in January 2022, a resident of the city of Roslavl conspired with a foreign national to file documents for the establishment of fake paternity over her minor daughter.
It was determined that the foreign citizen had no intention of starting a family or raising the child. He carried out these actions for the purpose of obtaining a residence permit (VNJ) in Russia through a simplified procedure. The woman, in turn, received a monetary reward. Currently, a criminal case has been initiated regarding this incident under Part 2 of Article 322.1 of the Criminal Code of the Russian Federation, which carries a penalty of 5 to 10 years of imprisonment.
The materials collected by police officers are being sent to court. Once the court confirms the fictitious nature of the paternity, the civil registry record will be annulled. Following this, the residence permit previously issued to the foreign citizen will also lose its validity.
At present, the woman has been placed under a travel restriction, and the whereabouts of the fake "father" are being determined. Law enforcement agencies are continuing preventive measures against illegal migration.
