According to the Sakhalin Region Prosecutor's Office, a 67-year-old local resident has been convicted for the third time for the fictitious registration of foreign citizens at her place of residence. Between September and December 2025, and from February to April 2026, the woman registered a total of 106 foreign citizens at her home. According to the investigation, she knew in advance that the migrants would not reside at that address.
The court sentenced the woman to 1 year and 8 months in a penal colony. Although she had been convicted twice before for the same type of offense, she did not cease her activities. The prosecutor's office, noting that previous punitive measures had not been effective, demanded a real prison sentence.
The defendant filed an appeal against the verdict, but the higher court upheld the decision. Currently, this case of fictitious registration is under the supervision of law enforcement agencies.
It should be noted that according to Russian legislation, registering foreign citizens at an address where they do not actually reside (registration at the place of stay) is illegal. When such cases are identified, the migrants' registration can be revoked, and administrative measures may be taken against them.
