In the Republic of Tatarstan, plans are underway to increase patent fees for foreign labor migrants starting in 2027. The Budget Committee of the regional State Council has approved a bill on setting a coefficient that reflects the specifics of the labor market.
According to the bill, the cost of a patent for foreign citizens working for legal entities or individual entrepreneurs is expected to rise from the previous 7.9 thousand rubles to 9.4 thousand rubles. Migrants working for individuals may be required to pay 13.3 thousand rubles per month. These changes represent a total increase of 19 percent.
When calculating the patent cost, the base tax rate, the deflator coefficient (2.842), and the regional coefficient (2.77) are taken into account. The projected average monthly salary of foreign employees (72.6 thousand rubles) was used as the basis for setting the regional coefficient. Officials state that this measure is aimed at increasing tax revenues and preventing "shadow" payments.
For reference, as of the fourth quarter of 2025, Tatarstan ranks fifth in Russia in terms of attracting foreign labor migrants. A total of 2.3 million patents were issued across the country last year, which is 9 percent more than in 2024.
