Working conditions and salary requirements for foreign nationals holding the status of highly qualified specialist (HQS) are changing in Russia. Under current regulations, the HQS status is granted to professionals with unique experience and skills. Currently, the minimum salary for such employees is 750,000 rubles per quarter.
Effective March 1, 2027, these criteria will be updated. According to the new law, the monthly salary for HQS will be determined based on the type of specialization. Specifically, for research staff, educators, and medical professionals, the minimum salary must be at least 358,500 rubles per month, while for other categories of highly qualified specialists, it must be at least 717,000 rubles. Furthermore, salary criteria will be subject to annual indexation.
Employers are required to bring employment contracts with HQS staff into compliance with the new requirements. It should be noted that for HQS status, undergoing a medical examination, dactyloscopy (fingerprinting), and providing a voluntary medical insurance (VMI) policy are mandatory. Failure to comply with these requirements may lead to the revocation of the permit.
If an HQS employee is dismissed, they are granted a 30-day period to find a new employer. If a new contract is not signed within this timeframe, the specialist is required to leave the territory of Russia within the next 30 days. Family members of individuals with HQS status may also engage in labor activities or pursue education in Russia, provided that they obtain the necessary permits and insurance documentation.
