Deputies of the Legislative Assembly of the Krasnodar Krai have adopted in the first reading a bill determining the cost of labor patents for foreign citizens for 2027. According to the bill, the regional coefficient is set at 8.7.
As reported by Alexander Boldin, Head of the Migration Issues Department of the Krasnodar Krai Administration, taking this coefficient into account, the monthly advance payment for migrants working for organizations and individual entrepreneurs in 2027 will be approximately 29,000 rubles, and for other categories of foreigners, it will be about 42,000 rubles.
Also, starting January 1, 2027, the circle of taxpayers will expand. Now, in addition to those working on the basis of a patent, foreigners temporarily or permanently residing in Russia and providing services to individuals (for household and other personal needs) will be required to make advance payments. This requirement also applies to foreign citizens working without a permit or patent.
According to official data, in the first eight months of 2026, tax revenues from foreigners working on the basis of a patent amounted to 869.5 million rubles to the budget of the Krasnodar Krai. By the end of the first half of 2026, 7,000 active patents were recorded in the region, which is 4.6 times less compared to the same period in 2025.
