Establishing order in the migration sector is a matter of national security

Issues regarding the regulation of the migration sector and the strengthening of control are being discussed in Russia. Representatives of the 'A Just Russia' party are putting forward proposals to change the country's migration policy, specifically by introducing new requirements for labor migrants. It is noted that these initiatives are being advanced to ensure stability in the labor market and reduce the burden on the social sphere.

One of the main changes proposed by the party is the abandonment of the patent system and the introduction of the 'arrived – worked – left' principle. According to this, an employer must sign a fixed-term employment contract with a foreign specialist before they cross the Russian border, and assume responsibility for the employee's living conditions and medical insurance. Furthermore, this procedure does not provide for workers to be accompanied by their family members.

In addition, the issue of introducing an additional tax on remittances abroad is being considered. According to the proposal, a special fee of 3 percent of the funds sent abroad may be levied. It is also proposed to strengthen liability for violations of migration legislation and expand the grounds for deportation.

These initiatives are currently at the proposal stage, and for them to enter into legal force, the relevant documents must be adopted by the State Duma of the Russian Federation. Migrants working in Russia are advised to monitor these developments and stay informed about legislative changes through official sources.
