Migrants in Novosibirsk to be banned from working in forestry and hunting sectors

The leadership of the Novosibirsk Region has introduced new restrictions for foreign citizens working under a patent. In accordance with the document signed by Governor Andrey Travnikov, starting from 2027, migrants will be prohibited from engaging in forestry, hunting, fishing, as well as the harvesting of wild food resources and medicinal plants.

In addition to these new restrictions, there is already a list of sectors in the region where foreign workers are prohibited. Currently, migrants are banned from retail trade in tobacco and beverages, working in taxis, kindergartens, cargo transportation, sports, and canteens at state institutions. Employer companies must bring their staffing levels into compliance with these new requirements by 2027.

According to statistical data, the number of foreign specialists working in the region on the basis of patents and permits is growing every year. Specifically, 48,416 foreign workers were registered in 2022, 47,330 in 2023, 52,959 in 2024, and 58,312 in 2025. Due to restrictions in various sectors, many migrants are moving to work at car maintenance stations.

The cost of a labor patent in the region is also changing. In 2026, the patent fee will be 10,680 rubles, which is 2,954 rubles more expensive than in 2025. The local budget plans to generate 2.5 billion rubles in revenue from these payments.
