The administration of St. Petersburg has proposed setting the regional coefficient used to calculate the cost of a patent for labor migrants in 2027 at 3.225428. This draft was officially published on October 5 and reflects the characteristics of the city's labor market.
For comparison, the coefficient was 1.597223 in 2024 (patent cost of 4,600 rubles), 1.927525 in 2025 (6,000 rubles), and 2.570034 in 2026 (8,000 rubles). Based on calculations using the new coefficient and the federal deflator index, the cost of a patent is projected to exceed 11,500 rubles in 2027.
As a reminder, the patent is the primary document granting the right to work in Russia for citizens of visa-free countries such as Uzbekistan, Tajikistan, Azerbaijan, and Moldova. This document is mandatory for citizens of countries that are not members of the Eurasian Economic Union.
Furthermore, restrictions on employment for migrants are tightening in St. Petersburg. Previously, working with a patent was banned in the taxi and delivery sectors. In September, a draft was developed to prohibit working based on a patent in several other sectors, including retail, fitness centers, hair salons, and beauty parlors.
