According to the Association of Exporters and Importers (AEI), the inflow of labor migrants from traditional CIS countries to the Russian labor market has decreased by 10-15 percent. Despite this, due to the shortage of personnel in the country's economy, the need for foreign labor remains at a high level.
Experts note that the Russian government is shifting its vector for attracting foreign labor to cover the personnel shortage. In particular, the State Duma of the Russian Federation has ratified an agreement with India on temporary labor activities. Currently, 70,000-80,000 Indian citizens are working in Russia.
According to official quotas, it is planned to attract 70,000-90,000 specialists from India per year. This figure accounts for 32 percent of the total quota allocated for visa-required migrants. Indian workers are seen as one of the main sources to replace personnel arriving from CIS countries.
The demand for foreign labor in Russia is particularly high in the housing and utilities (HCS) and construction sectors. Also, the industrial sector and mechanical engineering industries are constantly in need of new personnel.
