New regulations for bank cards and money transfers to be introduced in Russia

Effective September 1, 2026, amendments to Law No. 210-FZ will come into force in Russia. These changes will alter the regulatory framework for bank cards, cashless transfers, and the circulation of crypto-assets. According to Rosfinmonitoring, these measures are aimed at increasing the transparency of financial flows and preventing illegal transactions.

One of the key innovations is the introduction of a limit on the number of bank cards held by an individual. From now on, a citizen will not be able to hold more than 20 bank cards simultaneously. Additionally, a unified registry of all issued cards and their holders will be created. This will facilitate the identification of cases involving the mass opening of cards under a single name.

Furthermore, a unified QR-code system for cashless payments will be implemented. This will simplify the process of identifying the payer and the recipient. Representatives of Rosfinmonitoring emphasize that these changes will not affect the daily payments of ordinary citizens or transfers between individuals, and tax procedures will remain unchanged.

In addition, the regulation of the crypto-asset market continues. A limit of up to 300,000 rubles per year has been set for non-qualified investors regarding transactions involving cryptocurrencies authorized by the Central Bank of Russia (Bitcoin, Ethereum, and Tether). Banks are currently adapting their software for the transition to this new system and plan to provide customers with the necessary instructions.
