Driving test rules changing in Russia: 60-day deadline and 1-year ban

In Russia, the rules for taking driving license exams are being updated in stages. Starting March 1, 2027, control during the theoretical exam will be tightened. Specifically, audio and video recordings will be conducted in examination rooms, and candidates will be photographed. These measures are aimed at ensuring the transparency of the examination process and preventing cheating using technical devices.

If the use of a phone, photo, audio, or video equipment, as well as other electronic devices and reference materials, is detected during the exam, the candidate's results will be canceled. As a penalty for such a violation, the candidate will be banned from taking the next exam for a period of 12 months.

There are also changes to the procedure for taking the practical exam. A candidate who has successfully passed the theory exam must take the practical exam within 60 calendar days. If the practical part is not passed within this period, the candidate will have to retake the theory exam. The retake of the theory exam must be conducted no later than 30 calendar days after the expiration of the set period.

Also, from March 1, 2027, the procedure for submitting medical certificates will be simplified. If the data is available in the federal registry of the unified state information system in the field of healthcare, the submission of a paper-based certificate will not be required. However, if the requirement to undergo a medical examination during the process of obtaining a driver's license is not met, the issuance of the document may be refused.
