New requirements and restrictions for labor migrants are tightening in Russia

In Russia, discussions are underway regarding strict control over employers' demand for foreign labor and complicating the procedures for hiring migrants. In particular, LDPR party representative Roman Krastelev stated that labor shortages should not be a justification for recruiting foreign workers. He urged employers to improve working conditions and increase wages for the local population.

According to new rules adopted by the Russian government, additional obligations are being introduced for labor migrants. Tax authorities will now automatically send information about the income of foreign workers to the Russian Interior Ministry. Migrants are required to annually submit documents confirming their income, tax returns, or proof of tax payment.

Furthermore, changes in migration policy are also affecting the education sector. Under a law adopted at the end of 2024, the enrollment of children of migrants who do not speak Russian into schools has been prohibited. In addition, starting in June 2025, educational institutions are mandated to report data on migrant children to the Interior Ministry.

These changes require citizens of Uzbekistan who are working or planning to work in Russia to be more cautious when processing documents and managing tax reporting. Given the increasing legal liability of employers for hiring foreign staff, migrants are advised to ensure that their employment contracts are correctly drawn up.
