At the plenary session of the Russian State Duma held on October 14, 2026, Deputy Maxim Gulin put forward new proposals to increase budget revenues. He emphasized that it is advisable to use alternative sources to replenish the state treasury instead of increasing taxes for citizens.
One of the measures proposed by the deputy is to review the cost of patents for foreign workers. According to the parliamentarian's calculations, increasing patent prices could bring an additional 75 billion rubles per year to the Russian state budget.
Also discussed at the meeting was a proposal to introduce targeted duties on foreign goods produced in Russia as part of a "smart protectionism" policy. This measure is projected to bring about 164 billion rubles in additional revenue to the budget.
Maxim Gulin emphasized the importance of abandoning "hidden schemes" in budget formation and developing local production. For now, the proposal to increase patent prices is only at the initiative stage, and no specific dates have been given for when or how it might come into effect.
