Representatives of the Liberal Democratic Party of Russia (LDPR) have put forward an initiative to prioritize children who are citizens of the Russian Federation when enrolling in Russian educational institutions, specifically schools and kindergartens. The head of the party faction, Leonid Slutsky, has sent a corresponding letter to the Russian Minister of Education, Sergey Kravtsov.
Maria Voropaeva, an LDPR deputy in the Moscow City Duma, stated that this proposal is being put forward to reduce waiting lists for schools and kindergartens and to improve access to educational institutions for the local population. According to the deputy, in 2024, about 13,000 children in Russia were unable to secure spots in preschool educational institutions.
According to the proposal, children from large families who hold Russian citizenship are intended to be granted the right to priority enrollment in educational institutions. At present, this initiative is under official review and does not have legal force.
If these changes are adopted, the procedure for enrolling children of foreign citizens residing in Russia into schools and kindergartens may be subject to change. As of now, no final decision has been made regarding this proposal, and the current rules remain unchanged.
