The government of Saint Petersburg has expanded the list of sectors where foreign citizens working under labor patents are prohibited from operating. The new restrictions apply to trade, beauty services, medicine, and sports. Specifically, patent holders are now banned from working in hair salons, cosmetology, retail trade (food, meat, fish, vegetables, and other products), fitness centers, and certain medical fields (such as nurses, midwives, and massage therapists).
These changes are being implemented based on amendments to the December 2025 decree by Saint Petersburg Governor Alexander Beglov. Officials state that this measure was introduced to combat the "shadow" economy and increase job opportunities for the local population, particularly the youth. Previously, a ban on working under patents in taxi and courier services had also been implemented in the city.
The new rules apply only to foreign citizens working under labor patents. Citizens of the Eurasian Economic Union (EAEU) member states (Belarus, Kazakhstan, Armenia, and Kyrgyzstan), as well as specialists with official work permits, are not covered by these restrictions.
A transition period for employers has been set until December 15, 2026. During this period, companies must adjust their staff composition to meet the requirements of the new legislation. The decision comes into force 10 days after its official publication.
