The activities of a criminal group involved in the legalization of foreign citizens have been exposed in the city of Noyabrsk, Yamalo-Nenets Autonomous Okrug, Russia. According to court records, between 2022 and 2023, hundreds of migrants were provided with forged documents through the companies "Pravovoye agentstvo sodeystviya" (Legal Assistance Agency) and "Hamkor i K" LLC.
The organizer of the criminal scheme was Ivan Kryuchenkov, who facilitated the employment of migrants and the processing of documents allowing them to stay legally in Russia. Additionally, a language specialist within the group secretly assisted participants during Russian language exams by providing answers or editing video recordings. These services cost 6,000 rubles for a patent and 6,500 rubles for a residence permit.
It was determined that between January 17, 2022, and October 21, 2023, 357 civil law contracts were concluded. Approximately 600 citizens from Uzbekistan, Tajikistan, and Kyrgyzstan passed the language exam illegally. Among them were workers involved in school construction, as well as employees of bakeries and transport companies.
By court decision, the group's organizer, Ivan Kryuchenkov, was sentenced to 7 years in prison and fined 500,000 rubles. Ilnur Ganiyev, who falsified the language exams, was sentenced to 3.5 years in prison and fined 200,000 rubles. Another participant, Yuriy Moreyko, received a 3-year suspended sentence and a fine of 150,000 rubles.
