New rules have come into force in Kazan to regulate the activities of courier services. According to the city executive committee, it is now mandatory for couriers to have signs with reflective elements and unique identification numbers on their bags. This measure will allow for the identification and monitoring of couriers on the roads.
Electric bicycles used by couriers must now be equipped with IoT modules. These devices use GPS/GLONASS to automatically limit the speed of the vehicle and block entry into restricted areas. According to the established rules, the maximum speed must not exceed 25 km/h, and in some "slow movement zones," this figure is reduced to 10–15 km/h.
In 15 areas across the city, including the Kazan Kremlin, Bauman Street, and a number of parks, the movement of couriers on vehicles is completely prohibited. In such places, couriers will have to deliver orders on foot or leave their transport in permitted areas. It is also forbidden to leave vehicles on lawns and in places where the pedestrian path is less than 1.5 meters wide.
To monitor compliance with these rules, a chatbot called "Couriers: Public Control" has been launched. Fines for violations are set by the companies that hire the couriers. Major services such as Yandex, Kuper, and Samokat have signed relevant agreements with the city administration.
According to official statistics, during the first 9 months of 2026, 34 traffic accidents involving personal mobility devices were recorded in Kazan, resulting in 37 injuries. The city authorities plan to implement the new rules in stages, and a transition period has been set until the summer season.
