The Russian State Duma has reviewed the draft federal budget for 2027 in the first reading. The process of adopting the document sparked lively debates in parliament: 372 deputies voted in favor, while 51 abstained. According to the budget draft, a deficit of 5.5 trillion rubles (the difference between revenue and expenditure) is expected in the country's treasury, which accounts for 2.2 percent of the country's gross domestic product.
Russian Finance Minister Anton Siluanov stated that the budget is resilient to external economic challenges and guarantees the fulfillment of all social obligations. Specifically, in 2027–2029, monthly child-rearing allowances are planned to be allocated to 7.8 million families. It is also intended to provide maternity capital to over 1.9 million families annually, and family payments to more than 2 million parents.
The issue of tax burdens was also raised during the debates among deputies. Representatives of some political parties warned about the risks of increasing taxes and customs duties, emphasizing the need to optimize expenditures. In particular, the increase in value-added tax (VAT) on e-commerce and foreign parcels, as well as property tax, was subject to critical discussion.
The final decision on the budget draft will be made in the second reading. Government representatives announced that they would continue to study the deputies' proposals and work on clarifying budget priorities. For migrants and foreign workers, this budget policy may have an indirect impact through economic stability and changes in tax legislation.
