Russia may ban cash salary payments to migrants

On October 27, the Liberal Democratic Party of Russia (LDPR) submitted a bill to the State Duma to ban the payment of salaries to foreign citizens in cash. This initiative was developed to ensure full control over migrants' income and to ensure the transparency of tax payments.

According to the bill, employers will be required to transfer the salaries of foreign employees exclusively to bank accounts in Russian credit institutions. This will allow for documentary records of the amount and regularity of payments, as well as provide an opportunity to verify that employers are paying taxes and insurance contributions in full.

If the proposed rules are adopted, they will come into effect on March 1, 2027. Party representatives emphasize that this measure is aimed at preventing cases of tax evasion by employers.

If these changes are approved, labor migrants from Uzbekistan working in Russia will be required to have a bank account in Russian banks to receive their salaries and conduct all settlements through the banking system.
