A 5% tax on money transfers from Russia may be introduced

Leonid Slutsky, leader of the LDPR party in Russia, has submitted a proposal to the country's Ministry of Finance to introduce a new tax on money transfers by foreign workers. According to this initiative, 5% of the amount of each international transfer made through banks and payment systems is to be automatically withheld and directed to the federal budget.

Party representatives state that this levy will serve to cover budget expenditures related to the presence of migrants in Russia. According to official data, in 2025, approximately 18.9 billion dollars were transferred from Russia to Uzbekistan, and 3.2 billion dollars to Kyrgyzstan. In general, it is noted that migrants transfer about 25 billion dollars out of the country every year.

It should be particularly emphasized that at present, this proposal is only at the discussion stage. No official decision has been made to introduce such a payment into Russian legislation, and the law has not entered into force. Migrants continue to use the existing procedures when transferring their funds.
