Cost of patents for migrants to increase in Sakhalin

The Sakhalin Regional Duma has approved in the first reading a bill that sets a new coefficient taking into account the specifics of the regional labor market for 2027. Deputies propose increasing the coefficient from 3.46 to 3.691. This is the first increase in the last three years that this mechanism has been in effect.

New prices and changes If the bill is finally adopted, the monthly cost of a patent for foreign workers will increase on average from 11.8 thousand rubles to 13.3 thousand rubles. The payment amount will be distributed by migrant category as follows:

* For specialists working in organizations and for individual entrepreneurs (IE): 13,287.6 rubles per month (an increase of about 12.6%).

* For foreigners working for individuals (in private households) and those entitled to work without a patent: 18,824.1 rubles per month.

* Additional payment for those with children: If a foreign citizen has minor children, the payment amount increases by 50 percent for each child.

What is the reason for the decision? As explained by Tatyana Babich, head of the regional employment agency, these changes were calculated based on the socio-economic situation, inflation, and labor market dynamics.

Currently, the unemployment rate in Sakhalin is at a record low (1.6%), with more than six job openings for every job seeker. The increase in the coefficient is intended to attract only migrants with the necessary qualifications to the region and to protect the employment of Russian citizens.

The new law is expected to come into force on January 1, 2027.
