Restrictions for migrants are being expanded in the Khanty-Mansi Autonomous Okrug

At a press conference held by the Governor of the Khanty-Mansi Autonomous Okrug, Ruslan Kukharyuk, information was provided regarding the region's migration policy and future plans. According to official statistics, the number of foreigners entering the region during the first nine months of 2026 decreased by 20 percent.

As part of strengthening migration control, measures taken by law enforcement agencies have resulted in a 6-fold increase in the number of individuals expelled from the region, and a 7.2-fold increase in the number of citizenship application denials. It was also noted that the number of crimes committed by migrants has decreased by 2.7 times.

Starting January 1 of next year, the list of sectors prohibited for foreign labor will be expanded. While there are currently restrictions in 27 areas, the new regulation will bring this figure to 30. Specifically, foreigners will not be allowed to work in the production of bakery and confectionery products, warehousing services, order pickup points (PVZ), as well as in cultural and sports institutions.

At the same time, the regional administration announced that it would continue its policy of attracting highly qualified specialists. Opportunities will remain for specialists necessary for the regional economy, particularly for the oil industry and infrastructure projects.
