Authorities in the Khanty-Mansi Autonomous Okrug (KhMAO) are planning to increase tax payments for foreign citizens working under a patent by approximately 27 percent starting in 2027. This is stated in the region's tax policy draft for 2027–2029.
According to the document, it is intended to raise the regional coefficient, which reflects the specifics of the labor market, from 4.284 to 5.445. This coefficient is one of the key indicators used in calculating the cost of a patent. As a result, migrants will have to transfer more funds to the state budget each month than before.
Officials note that this change is being implemented to bring the tax burden of foreign workers closer to the level of personal income tax (13 percent) paid by Russian citizens. According to Deputy Governor Vera Dyudina, the calculation of the new coefficient involved an analysis of the average wage in sectors where migrants are most heavily employed.
This initiative is also supported by regional deputies. Representatives of the KhMAO Duma emphasize the need to increase the contribution of foreign workers to the region's development by raising their tax payments. The final payment amount will depend not only on the regional coefficient but also on other economic indicators.
