The government of Yugra (Khanty-Mansi Autonomous Okrug) has proposed increasing the cost of patents for migrant workers in accordance with the tax and budget policy draft for 2027–2029. The regional coefficient is planned to be raised from 4.284 to 5.445, which is an increase of more than 27 percent. The Department of Finance explains this initiative by the need to bring the tax burden on foreign workers closer to the 13 percent income tax rate paid by Russian citizens.
It is worth noting that the cost of a patent in Yugra is being increased for the second consecutive year. For 2026, the coefficient was raised from 3.565 to 4.284, resulting in a monthly payment of 14,004 rubles. Regional authorities believe this measure is primarily aimed at the construction and mining sectors, where wages are higher. These changes are expected to bring an additional 1.6 billion rubles into the budget.
For comparison, in the neighboring Tyumen region, the coefficient for 2026 is set at 3.425, with the patent cost amounting to 11,471 rubles per month. This is nearly 2,500 rubles cheaper than the figure in Yugra.
Recall that the Yugra government, effective January 1, 2026, banned foreigners working on a patent from being employed in five additional areas, including courier services. According to Faktologia.com, the increase in the tax burden is leading to an exodus of foreign workers from the region and a decline in budget revenues for some municipalities, particularly Surgut.
